At the same time, encourage industrial parks, economic and technological development zones, high-tech development zones to take unified water supply, waste water centralized governance model, the implementation of specialized operations, to achieve optimal cascade utilization of water resources and centralized treatment of wastewater reuse.

The person in charge also said that it will promote the development and utilization of unconventional water resources, such as seawater, mine water, rainwater, reclaimed water, brackish water, etc..
